Handling of accounts on LMO

There are three degrees of access to LMO:

0 - Anonymous (not logged in)
1 - User
2 - Administrator

Anonymous has access to all the materials and links, but no ability to
make any changes or comments on the material.   Individual parts may be downloaded as well.

User can add comments and can store selections in a "shopping cart"
for later download. Buttons and links for these will not appear for
"Anonymous".

Editor can upload new or modified ft3 files into a special "edits"
directory. "Edit" links/buttons will only be available to editor.

Administrator can do the above, as well as incorporating proposed changes and
additions to the site.
